Senior Project Manager

Must be recognized as an expert in planning and design of local and state roadway transportation improvement projects and must be able to:

  • Serve as lead technical person or senior reviewer for large and technically complex projects
  • Present technical information to clients and in public project presentations
  • Demonstrate the ability to plan, organize and lead teams of project staff, and to delegate appropriate project responsibilities
  • Coordinate and direct multidisciplinary project delivery teams involving client, agency and public stakeholders
  • Manage financial aspects of contracts (fee payment, subconsultants, expenses, etc.) to protect company’s interest and simultaneously maintain good relationship with clients
  • Supervise and mentor less experienced project managers and project engineers to develop their skills
  • Develop and maintain a network of contacts and clients that will lead to future projects
  • Serve as lead technical staff to develop proposals and proposal presentations. Serve as lead presenter for proposal interviews
  • Write articles, attend conferences, make conference presentations and participate in industry organizations for marketing purposes
  • Represent the company at functions within the engineering community to enhance the company’s image

Education / Experience
Bachelor’s degree in Engineering. P.E. and a minimum of 15 years of diversified engineering experience, at least seven of which have been in a supervisory or management capacity consisting of planning, cost control, designing, and construction of engineering projects.

This position will be based in California:

On-Call Resident Engineer (RE)

Resident Engineers perform technical and administrative duties on construction projects.  These projects could include roads, bridges, channels, drainage and utility facilities, retaining walls, and other infrastructure systems.  The RE has full field technical and managerial responsibility for interpreting contract documents, organizing, executing, and coordinating assignments.  The RE maintains liaison with the Contractor, Owner, Public and Private stakeholders, along with assigned project personnel with responsibility for acting independently on technical matters. Plays an active role in marketing efforts and initiates and maintains client relations. Supervision received is essentially administrative, with assignments given in terms of broad general objectives and limits.

Duties and responsibilities:

  • Lead worker over a team of Assistant Resident Engineers, inspectors, materials testers, subconsultant staff, and administrative office personnel
  • Recognizes the need and may provide appropriate technical training to field personnel including field safety
  • Interprets complex construction contracts, specifications and plans
  • Develops and presents contract administrative tasks including reports, pay quantity calculations, estimates, labor compliance reviews, change orders, claims review and resolution, schedules, etc.
  • Provides project constructability reviews
  • May serve as a staff/technical specialist in the application of advanced theories, concepts, principles, methods, or processes in resolution of unique construction engineering problems
  • May also serve as a Structure Representative who is technically responsible for any structural components in the contract (bridges, retaining walls, etc.)
  • Perform duties of a Assistant Resident Engineer as needed including field inspection
  • Other duties as may be required

 Qualifications: Registered Professional Engineer with six (6) years related professional contract administration experience of which not less than two (2) years shall be as a lead worker overseeing individuals performing engineering/technician level work. Must possess a valid driver’s license and appropriate physical stamina for a field assignment.

Senior Engineer

Has full technical and managerial responsibility for interpreting, organizing, executing, and coordinating assignments.  Plans, manages and develops engineering projects concerned with unique or controversial problems which have an important effect on major company programs.  Maintains liaison with individuals and units within or outside the organization with responsibility for acting independently on technical matters.  Plays an active role in marketing efforts and initiates and maintains client relations.  Supervision received is essentially administrative, with assignments given in terms of broad general objectives and limits.

Duties and responsibilities: Plans, develops, coordinates and directs a number of large and complex projects.  May serve as a staff/technical specialist in the application of advanced theories, concepts, principles, methods, or processes in resolution of unique engineering problems.  Plans, organizes, and directs the work of a staff of engineers and technicians and serves as resident engineer and/or structure representative on construction projects.  Evaluates progress of the staff and results obtained, and determines course of action (including change if needed) to achieve overall objectives.  May serve as Resident Engineer, Project Manager, Project Engineer and/or Function Manager. Conduct other duties as required.

Qualifications: Registered Professional Engineer and six years related professional experience of which not less than two years shall have been supervising individuals performing engineering/technician level work.

Associate Engineer (Transportation)

This position will be based in our Salem, Oregon office.

Required Capabilities: As a competent registered professional engineer in conventional aspects of the transportation related civil engineering work:

  • Plans and conducts work requiring judgment in the independent evaluation, selection, and substantial adaptation and modification of standard techniques, procedures, and criteria
  • Devises new approaches to problems encountered
  • Independently performs assignments with instructions as to the general results expected
  • Receives technical guidance on unusual or complex problems from a Senior Engineer or Project Manager and supervisory approval on proposed plans for projects
  • Possess working knowledge of CAD programs (Microstation or AutoCAD)
  • Involves sitting at a desk or other work stations or construction site office or observing construction site activities

Duties and Responsibilities: Duties and responsibilities may include:

  • Serves as Project Engineer directing Design Engineers and technicians engaged in the preparation of drawings, plans, quantities, estimates, specifications and reports for projects of minor, moderate and/or complex scope
  • Serves as Design Engineer in designing and supervising the drafting of plans for bridges and transportation projects
  • Uses and directs the use of computer-aided design, drafting systems, and computer programs
  • Reviews plans, specifications, and estimates for completeness and accuracy
  • Develops engineering basis of design per the applicable design standards, engineering computations for design, calculation of quantities, development of estimates and specifications
  • Provides construction support including review of construction facilities, construction shop drawings and contract change orders
  • Prepares or supervises the preparation of comprehensive reports and correspondence
  • Plans, schedules, conducts, or coordinates development of detailed products for all phases of all levels of projects
  • Provides construction inspection, and/or observation in the field during project construction
  • Trains others in the performance of the job duties
  • Other duties as assigned within the scope of responsibilities and requirements of the job

Minimum Qualifications: Registered Professional Engineer in Oregon (or ability to obtain reciprocity within 6 months), five years’ experience, or five years of related professional experience.

Assistant Engineer – Entry Level (Transportation)

This position will be based in our Salem, Oregon office.

Under supervision of a registered professional engineer, evaluates, selects and applies standard engineering techniques, procedures, and criteria in performing the less complex design relative to transportation (roadway and bridge design) and/or water resources civil engineering.

Duties and responsibilities:

  • Performs work that involves conventional types of plans, methods, and solutions with moderately complex features
  • Uses computer-aided design and drafting systems to prepare working plans, and detailed drawings
  • Makes or revises maps, charts, and diagrams; performs field surveys
  • Collects and processes data for topographic surveys and right-of-way engineering for use in design analysis
  • Inspects a variety of roadway, bridge and water resources construction projects; assists in the preparation of construction progress reports and estimates
  • Uses computer programs to facilitate organization and accuracy of engineering calculations
  • Performs basic engineering analysis, design and detailing of project plans and construction material quantities
  • May assist in development or maintenance of computer programs and systems

All drafting work must conform to the established CAD Drafting standards; CAD Drafting Manual and CAD file management system.

Responsible for preparing, organizing and maintaining engineering calculations for roadway, hydraulic, and other designs.

Conduct other duties as required.

Minimum Qualifications: Possession of a Bachelor’s Degree in Civil Engineering from an ABET accredited university. Must possess Engineer in Training (EIT)/FE certificate or have the ability to obtain one within 1 year. Salary will be commensurate with experience.

Survey Technician

Quincy Engineering is seeking a Survey Technician that currently holds an LSIT certificate in the State of California with a minimum of 5 years of progressively increasing responsibility to support a wide variety of projects with a focus on transportation improvement projects. The preferred candidate will also have field experience in conducting topographic maps, construction staking, monitoring surveys and boundary surveys in the capacity of either a Party Chief, Instrument Man or Chainman. The Survey Technician will be responsible for the timely and accurate completion of assigned projects and will work under the direct supervision of the Survey Department Manager.

Typical Duties Will Include:

  • Prepare topographic drawings from survey field data
  • Preparation of TINs, surface models, and contours from field data
  • Review field survey data for completeness and accuracy
  • Have a firm understanding of different types of survey requirements for boundary, topographic, construction, and right of way surveys
  • Experienced in controlling the function of surveying instruments including robotic total stations and gps data collections (Preferably Trimble products)
  • Preparing topographical mapping utilizing aerially generated surveys (Lidar and Photogrammetry) with ground control
  • Performing property boundary surveys and map research to accurately identify all land rights and encumbrances within the limits of various projects
  • Preparing plats and legal descriptions for land acquisition and easements
  • A general understanding of construction plans and calculating grades
  • Ability to dissect a title report and plot all encumbrances
  • Prepare pre-calculations for field crews for construction staking
  • Assist in performing field construction staking
  • Assisting with various field surveys

Candidate must have:

  • Possess good interpersonal skills and effective writing and oral communication skills
  • Experience working independently with strong analytic capabilities and the ability to work independently, demonstrated organizational skills, thoroughness, and attention to detail
  • Ability to work on a variety of projects with competing deadlines including office and field work
  • Ability to travel overnight occasionally
  • Knowledge of Civil 3D and the ideal candidate will be familiar with Bentley InRoads

Minimum Qualifications: Possession of a Land Surveyor in Training Certificate and a minimum of five years of land surveying experience.

Celebrating 25 years

It all started on March 10, 1992, when some colleagues decided to re-engineer the concept of engineering firms. Quincy Engineering was born out of a strong desire to do the right thing for clients and design the highest quality, safest bridges and roads. Fast forward 25 years, and we’ve expanded our services and designed and delivered hundreds of projects throughout California, Oregon and Nevada.
