One of the keys to the success of Quincy Engineering Inc. is its strong management and technical leadership. The firm's senior level staff are well versed in project management and possess broad technical backgrounds that enable them to direct the efforts of staff to meet the needs of the client efficiently and in a timely manner. At the same time, these individuals maintain a balance with their personal lives that allows them to meet each professional assignment with a fresh and creative mind.
Mario Quest
Mario has been delivering bridge and transportation projects for nearly 24 years, and is particularly adept at the design of major bridge projects. During his career, he has been responsible for the management and design of nearly 100 structures throughout California. He has also managed a bridge design squad, and a large group of engineers in providing construction management services for Caltrans. He excels at the design and delivery of complex structures as evidenced by the delivery of
several large and complex structures during his career.
Mario is an avid boater and pretty good golfer when time allows. He also recently completed managing the construction of his new house. Much to his wife's chagrin, and occasional to the detriment of his health, he continues to find improvement "projects" to complement his home. Finally, raising his two teenage children seems to round out his free time.
Karen Tatman
With over 20 years as a roadway project manager and design engineer, Ms. Tatman has extensive knowledge and experience preparing project planning studies, preliminary design and final plans, specifications and estimates on a wide variety of projects. She has managed and delivered several high profile projects requiring extensive public outreach efforts, and had been responsible for the completion of more than $200 million in highway and roadway improvement projects. Since coming to Quincy Engineering Inc. in 1999, she has been instrumental in the firm's development of roadway planning and design services, including helping to open the Salem office in 2004. Karen's outside activities includes boating, gardening, camping, and snowmobiling with her husband, son, and daughter.
Carolyn Davis
Carolyn has 13 years of experience in designing and managing transportation projects. After graduating from CSUS, Carolyn spent three years at Caltrans and an addition three years at the Federal Highway Administration (FHWA) working on Federal Lands projects. She has been with Quincy Engineering Inc. since 1999 as a roadway designer, project engineer and project manager. The wide variety of projects included in Carolyn's experience gives her a solid understanding of the project development process and what it takes to deliver a quality project.
Carolyn has a strong family background in the engineering and transportation industries. With both parents and several grandparents leading the way as engineers, her career path was inevitable. In addition to carrying on the family tradition, Carolyn enjoys traveling abroad, occasional arts and crafts, and spending time with her teenage daughter (when they're able to coordinate schedules).
Timothy Osterkamp
Tim has been a bridge and computer software engineer for over 18 years, the last six with Quincy Engineering Inc.. Besides managing and designing a variety of projects, he has also provided construction management services for the firm. His computer software experience includes involvement with various research projects to develop wheel live load equations for the AASHTO LRFD Specifications as part of NCHRP Project 12-26. Finally, he was part of a team of software engineers who developed an LRFD substructure design program, PAPIER, for the State of Pennsylvania. To this day, he continues to develop enhancements to the program and provide support to PENNDOT bridge design engineers. A native of Santa Cruz, Tim's outside interests include biking, camping, golf, and raising his two daughters with his wife.
Mark Reno A bridge engineer with 18 years of experience, Mark has been with the firm since 2001. Prior to that time, Mark worked for Caltrans Division of Structures where he distinguished himself with the delivery of several very high profile projects including the $300 million seismic retrofit of the 10,000 foot long double suspension bridge west spans of the San Francisco-Oakland Bay Bridge. He was also a design branch supervisor managing 20 engineers and drafting personnel.
Mark is also the chairman of the Transportation Research Board Structural Steel Bridge Committee, which is responsible for selecting and promoting projects to evaluate and improve the usage of structural steel in bridges and to educate the engineering community. Originally from Colorado, Mark is an exceptional snow skier and shares this activity with his two young sons and wife. Mark's other passion in life is one that concerns the firm greatly - he participates in adventure races. For those not familiar with this phenomenon, participants subject themselves to all sorts of punishment such as mountain biking in the dark, rock climbing, kayaking and trail running for as long as 24 hours at a time.
James Foster
Mr. Foster has been an engineer for 19 years, with a project background that includes both roadway and major bridge projects. For the first an 14 years of his career he worked for Caltrans, where, in addition to his design duties, he was a design branch supervisor responsible for a staff of 20 bridge engineers and drafters. During that time, he also mentored and trained Caltrans District 2 roadway engineers to deliver bridge seismic retrofit projects as part of the statewide Bridge Seismic
Retrofit Program. This highly successful effort resulted in the delivery of 35 retrofit projects. Since joining Quincy Engineering Inc., Jim has been the project manager for several bridge replacement projects in the northern part of the state. Finally, he was responsible for delivering several roadway projects located in the North Region of the State.
Away from the office, Jim serves on the local school board for his four children (all girls!), fishes, and spends time on his houseboat on Lake Shasta. And if all that is not enough, he also lends a hand in the operation of his family's ranch.
Bob Maechler
Bob is old. How old is Bob? Well, he has been drafting projects since back in the days when plans were drawn by hand and a CAD was a guy exhibiting "ungentlemanly" behavior. While this may not seem that long ago, how many of you or your staff remember those days? Bob's background includes working on projects that included hydroelectric facilities, dams, and tunnes, before working in the transportation industry. Since 1990, Bob has prepared contract plans for some very high profile bridge projects including the seismic retrofit of major bridges in the San Francisco Bay Area including the Golden Gate Bridge. He has worked on many bridge types including truss, suspension, segmental and movable structures. Since joining Quincy Engineering Inc. four years ago as our CAD manager, he has also broadened his experience to include roadway projects.
When not riding herd over our unruly bunch of drafters, Bob enjoys snow skiing with his wife and two kids, and is still able to get around the softball diamond, although extra base hits now occur only if he "hits one out". And as every father knows, yard work is an escape from the chaos of family life, so Bob pulls his share of weeds and has the nicest yard in the neighborhood. Finally Bob sells bridges to those of you who bought the line about his yard.
Brent Lemon
After graduating from Fresno State with Bachelors and Masters Degrees, Brent spent the first 17 years of his career at Caltrans where he spent time in highway design, hydraulics, construction, and traffic. With that well-rounded background, he later became a geometric reviewer, project manager, and an office chief of a design branch responsible for over 200 staff. Finally, he worked in the office of Special Funded Projects for the Tahoe area where he oversaw a variety of complex projects for this environmentally sensitive region of the State. Since arriving at Quincy Engineering, Inc., Brent has quickly stepped into the roll of project manager for several clients in the Central Valley, and has also become a valuable resource to several of our younger engineers as they work through a variety of challenging assignments early in their career development.
Outside of work, Brent is a busy fellow. He and his wife of 24 years (whoa!) have five children ranging in age from 10 to 21. They enjoy time at the beach, boating, and camping, when they have time between all the numerous sporting activities the kids are involved in. With a recently married daughter and four boys still at home, Brent’s ever thinning hair is not out of the woods yet.
Michael Sanchez
Since joining Quincy Engineering Inc. in 2001, Mike has established himself as a strong roadway designer and project engineer. He has successfully delivered roadway realignment, widening, and improvement projects throughout his career and is currently enjoying working on major highway interchange projects. He is also very active in mentoring many of our younger staff in the finer points of life at Quincy Engineering. Prior to joining Quincy, Mike worked for San Mateo County as a Design Engineer, Project Manager, and Construction Resident Engineer on a number of projects including a major improvement to a urban roadway that consisted of sidewalk widening, road reconstruction and resurfacing, streetscape improvements (landscaping, benches and street lighting) and placing all utilities underground. Away from the office, Mike finds himself at home in Elk Grove enjoying a variety of family activities. He and his wife love the challenge of raising their three young boys. Most weekends include little league baseball, swimming, soccer, golf and church youth programs. A 1995 Cal Berkeley graduate (the only “Bear” on staff as far as we know), Mike assures us that he received a BS degree from this prestigious institution, but judging by his bowling and ping pong skills, we think BS may mean “Bear sports”, “bowling score”, “backhand smash” or, well you fill in the blanks.
Jason Jurrens
After graduating from Chico State, Jason spent one year with the California Department of Water Resources before joining Quincy Engineering Inc. in 2000. Since then, Jason has been a Design Engineer and Project Engineer for the last seven years on many projects throughout California. Specializing in roadway design and project development, his work has also included projects ranging from multiple lane urban interchanges to rural and urban roads. In addition to his design and project development work, Jason has also spent time as an Assistant Resident Engineer/Structure Representative on multiple bridge construction projects. Jason and his wife are the proud parents of twin daughters and when not chasing them around, he spends what little free time he has working on and driving his race car, snowboarding, and fishing. He also once fancied himself quite the football expert but after several trouncings in the office pool, he no longer talks much smack.
Kelly Gallagher
Kelly joined Quincy Engineering Inc. in 2006 and has been working as a Design Engineer, Project Engineer, and technical specialist for specifications and estimating. After graduating from U.C. Davis, Kelly spent the first 19 years of her career at Caltrans where she worked primarily in roadway design and the District Office Engineer unit. While in design Kelly served as a design engineer and project engineer for a variety of projects statewide including participating in the design of two Northridge earthquake emergency repair projects. While in the District Office Engineer unit she reviewed plans and developed the specifications and estimates for a variety of projects within Caltrans’ North Region including a $64 million rehabilitation project on Route 80 from Truckee to Donner Summit. For her specifications and estimating skills she was recognized as a statewide expert and was called upon frequently to assist the Caltrans Headquarters Office Engineer with reviewing projects from other Districts prior to advertisement. Kelly’s unique and varied experience in performing quality assurance and quality control reviews provides her with a thorough understanding of all the components of a bid package, and her vast knowledge of the PS&E process has been a great asset to our clients.
When not in the office Kelly spends the majority of her time at her two sons’ basketball and baseball games, although she always tries to find time for her miniature dachshund. She also is a big Disneyland fan, visiting the park as frequently as work and family allow.
