Gulling Quincy Engineering Inc. provided design engineering and construction management services for the seismic retrofit and dect replacement of the two bridges in the City of Portola. The Portola Overhead is a three-span, 196' long, steel girder bridge over the Union Pacific Railroad (UPPR) track, and the Middle Fork Feather River Bridge is five-span, 252' long steel girder bridge that crosses the Feather River (designated as a Wild and Scenic River).

This $2.3 million project included the replacement of the deck and bridge rails, installation of ornamental lighting, and the seismic retrofitting of each bridge. Since Gulling Street is the main road into the town, construction was competed while one lane of traffic remained open to traffic at all times.
