In 1996, the City of Dublin adopted the Final East Dublin Specific Plan which outlined the planned development north of I-580, east of Hacienda Drive and west of Fallon Road. As a result of the increased traffic associated with the planned development, the existing I-580/Fallon Road interchange would require modification by widening the overcrossing to accommodate two lanes in each direction, and converting the interchange from a spread diamond configuration to a partial cloverleaf with new loop on-ramps from southbound to eastbound, and from northbound to westbound. The project anticipated future widening on I-580 to accommodate a HOV lane in each direction, and BART extension to Livermore which would occupy the freeway median.
