Quincy's River Grove Drive Bridge Rehabilitation selected as a 2020 APWA Project of the Year
In 2011, the County of San Luis Obispo Department of Public Works (County) hired Quincy Engineering to perform preliminary and final engineering for the replacement of the River Grove Drive at Estrella River Bridge in the community of Whitely Gardens. However, during the preliminary studies and community outreach, it became apparent that a full bridge replacement up to the latest standards would have significant impacts as it would remove the100-year old truss—a familiar and historical feature of the community.
During the environmental process, Quincy worked with the County, Caltrans, and the California State Historic Preservation Officer (SHPO) to determine that the bridge was eligible for the National Register of Historic Places and the California Register of Historic Resources. As a result of the bridge becoming eligible, the project was re-scoped as a rehabilitation. To evaluate the feasibility of the rehabilitation effort, our team completed a field inspection and measurement of the entire structure and its components. After determining its current load carrying capacity, Quincy investigated retrofits to improve the bridge’s capacity and condition. Rehabilitation included full removal and replacement of the bridge deck, lifting the truss off while replacing the foundations and abutments, truss retrofits, and complete lead paint removal, cleaning and painting of the steel truss, without an adverse effect on this historic resource.
